Meet Lieutenant General Caroline Miller ’90 COP, a leader shaping the future of the U.S. Air Force.

Lieutenant General Caroline M. Miller, a proud graduate of College of the Pacific, has built an impressive career in the U.S. Air Force, culminating in her role as the Deputy Chief of Staff for Manpower, Personnel and Services at the Pentagon. In this capacity, Lt. Gen. Miller is responsible for all Human Resources for the entire United State Air Force.

Career Accomplishments
After earning her BA in Psychology in 1990, Caroline pursued her Master’s in Psychology from The American University in Washington, D.C. She then embarked on an impressive career in the Air Force, starting as a human resources officer. Her journey took her from Anchorage, Alaska, to pivotal roles across the country and internationally. Lt. Gen. Miller has held numerous command and staff positions across various levels, including base, major command, Air Staff, and Joint levels. Before her current position, she commanded the 502nd Air Base Wing at Joint Base San Antonio, Texas, where she oversaw critical operations and personnel management. Throughout her distinguished career, Lt. Gen. Miller has received numerous awards and decorations, reflecting her commitment to excellence and leadership, including the Defense Superior Service Medal and Legion of Merit (with two oak leaf clusters).

Other career highlights include:

  • Serving as the Protocol Officer for Air Combat Command at Langley AFB, where she led teams for significant naming ceremonies for the B2 Stealth Bomber.
  • Participating in the Chief of Staff of the Air Force Intern Program at the Pentagon, earning a Master’s in Organizational Behavior while witnessing history during the September 11 attacks.
  • Commanding the 502 Air Base Wing at Joint Base San Antonio during the COVID-19 pandemic, overseeing vital operations, including the care of undocumented minors.

The Impact of Education
Caroline credits her education at University of the Pacific for providing “the foundation for researching complex problem sets,” she said. “Additionally, it provided an understanding of the importance of relationships, personal and professional.” This foundation has been invaluable in her military career, where effective leadership and collaboration are essential. “It built confidence in my ability to learn, study and formulate coherent ideas,” she notes.

Inspiring Future Generations
As a leader, Lt. Gen. Miller finds great satisfaction in mentoring young service members, watching them grow in confidence and pursue their education. “It’s extraordinary to witness their progression,” she notes, highlighting her commitment to developing the next generation of leaders in the Air Force.

Looking Ahead
As she approaches retirement after over 30 years of service, Lt. Gen. Miller is focused on the next chapter of her life, supporting her son, Ryan, as he prepares to graduate high school and transition to college.

Advice for Future Leaders
For current students aspiring to follow in her footsteps, Lt. Gen. Miller offers invaluable advice: “Don’t be afraid to try things that seem impossible or intimidating. Fully commit yourself to your profession and learn everything you can.” She emphasizes the importance of decision-making and encourages students to enjoy their work. “If you’re not having fun, do something else!”
